So on a repair such as this, does the rust stay at bay or try to come back in any way?
I suppose it depends on the environment in which it will be used / kept.

A good question. The worst of the rust as you now see, is cut out and in the bin. The remaining surface rust has been mostly ground away or scrubbed away with wire wheels. The condition it is in now is good enough to etch prime and paint (with strong yet pliable 2 pack) which will form an air tight seal to delay the promotion of any more corrosion. I will also (when the paint is bone dry) use waxoyl top and bottom (with care not to get it where the glue is needed for the cover), which it would not have had from new. To be fair, even when new, the painting process was just to delay the promotion of corrosion. Also from new, these bikes were then abused and left outside, yet went on to last 40 years of such abuse. When this bike is sold (Yup, I pass em on, so if someone wants one then look out for it) it will now be bought by someone who will cherish, not abuse it. I can not imagine it will see much of a rainy day, never mind be left outside, so next time it needs doing ? Probably better than 40 years.
Now if you had asked something like - If light is always reflected, and you made a room out of mirrors then turned the light off, would it go dark ? - I would have been stumped !

top work, I'm blown away by the fact that you've put new tangs on , you truly must have the patience of a saint. I bodged one up (not as bad condition as yours) with brazing and settled for spray contact adhesive to fit the cover, then again I can be a lazy git

Fiddly, but worth it. 👍
