Sorry to here that your efforts have not ended with a working motor.
I am sure you know that the terminal post that the motor lead nuts onto is fully insulated from earth as are the winding all the way to were the "live" brush is connected, and that the live brush and holder is fully insulated from the "earthed base plate".
Has the earth base plate a good connection to earth ?
How did you get on with motor assembly as regards the brush springs ?
Be aware of that stuck on insulating "tape" close to the live brush screw terminal at the comm end of the field windings.
Your text does not suggest a "short circuit", lots of sparks, heat and no motor action, rather it suggests a bad contact somewhere.
You said you have continuity between terminal post and motor body, with the motor assembled ?

You said you have continuity between terminal post and motor body, with the motor assembled ? I had an aha moment. You mentioned the piece of tape stuck to the inside of the housing. I saw that and it was starting to peel off so I removed it. Maybe that is where the short is occuring. The continuity between terminal post and body is when fully assembled. I will stick some tape on, though now I am not sure where but for testing I will use a long strip.Buster is going to help me out with a replacement starter so hopefully between the tape and a replacement I can get past the starter motor problem.

Can you post some pictures ?
Terminal post both outside view and inside view. If that special spanner I mentioned is not used you run the real risk of "parting" the crucial electrical joint there. It may pass a continuity test anf even a bench test but fail to pass the heavy current the motor draws to whizz the engine over on cranking/starting.
Any rubbing marks on field coil electromagnets and armature ?
How is commutator ?
Any signs of solder being "thrown" at all ( overheating )
Earthed brush base plate and it's contact with body and alloy end plate, there is a large thin o ring involved, two actually, one each end of field coils main body....
